WestJet Members – Vacancy Bids

The Union has been working with the Company since Friday January 28, 2022, to evaluate and resolve the many complexities of a workplace recovery plan. These discussions covered agreements on out-of-base recalls, potential vacancy bids and Leaves of Absence, how these pieces all fit, and the timing required for each process.

Dear WestJet Members, 

The Union has been working with the Company since Friday January 28, 2022, to evaluate and resolve the many complexities of a workplace recovery plan. These discussions covered agreements on out-of-base recalls, potential vacancy bids and Leaves of Absence, how these pieces all fit, and the timing required for each process. 

As you can imagine, there have been many unique situations to contemplate and challenges to overcome since March 2020. Each of these situations, and challenges, required many hours of internal discussion between the Union and the Company. The Union is very grateful that energy can now be focused on full-recovery. We are delighted that we will soon have all our Members back on the line. 

Crystal Hill, CUPE 4070 Interim President, and Brigitte Benoit, CUPE 4070 Interim Vice-President, in consultation with the CUPE 4070 Executive and CUPE National Representatives, have been in close discussions with the Company regarding vacancy bids. The discussions surrounding vacancy bids have been ongoing since Tuesday, February 8, 2022. 

The Union is elated that Full-Time vacancies in YVR, YYC and YYZ bases are being offered. Due to the current constraints of completing recall, flow and initial training, all vacancy bids placed by Members will be awarded, as a one-time exception. Future bids will advise of anticipated vacancies based on operational requirements.

For Members in YYC who are still on inactive status and unable to participate in this vacancy bid, the Union worked with the Company to offer out-of-base recall to address the timing of the first vacancy bid and Members inability to participate.

Effective date 

Awarded bids for YVR and YYZ will take effect for the April 1, 2022 blocking month. Awarded bids for YYC will take effect for May 1, 2022 blocking month 

Bid selection 

As per Article 24-2 Vacancy Bid, you may only bid for one vacancyYou will be able to update, change or remove your bid until bidding closes on Sunday February 20, 2022 at 23:59MT. To remove or cancel your bid, please email inflightcommunications@westjet.com prior to the identified closing date. 

- Only place a bid for what you absolutely want; all bids are binding. 
- Available bid options are: 

  • Full-time YYC Cabin Crew Member 

  • Full-time YVR Cabin Crew Member 

  • Full-time YYZ Cabin Crew Member

-If you are multilingual, you will continue to maintain your language requirement.

NOTE: Based on the network requirement of the Boeing 787, we do not have vacancies for Cabin Manager positions at this time. In the event vacancies arise, we will communicate opportunities at that time. Currently active or reinstated Cabin Managers will receive additional information.

Active Cabin Managers or Cabin Managers who have a reinstatement date 

The Union is pleased to advise the Company will be offering an opportunity for a one-for-one Cabin Manager swap.  

While the Company is still completing the Cabin Manager reinstatement process in YYC and YYZ, there are no current CM vacancies. If you would like to transfer as a CM to the YYC or YYZ Base, the Company will be in contact to offer this one-time swap opportunity. Depending on interest levels, those who elect to change their base, will be awarded a CM swap by seniority on a one-for-one basis. 

In the absence of the Cabin Manager role in YVR, the Company is unable to accommodate transferring CMs to/from YVR at this time. In the event there is a future need for Cabin Managers in YVR, the Company has agreed to work with the Union on aligning process. 

If you are interested in swapping to YYZ or YYC, please fill out the form you have been sent by the Company. This option will be open until Sunday February 20, at 23:59MT

The following Q&A was provided in the WestJet Communication: 

Q: I’m currently a Cabin Manager who has been involuntarily reclassified as a Cabin Crew Member and not operating in the CM role. Am I able to bid? 

A: Yes. As you will be awarded, you will forfeit your CM reinstatement in your current base and be eligible to be reinstated in your new base into the CM role should a vacancy arise in either YYC or YYZ. Should you elect to bid for YVR, you will have to await a vacancy in that base and complete the recruiting process. 

Q: Why does YYC have a different effective date than YVR and YYZ? 

A: As we are currently complete recall including out of base recall, the effective date is effective following returning CCMs who have currently been laid off. 

Q: Will you be offering any part-time status changes? 

A: Based on operational requirements, all vacancies will be full-time, and we will not have any part-time opportunities at this time. 

Q: What happens if I have a carry-over pairing/reserve from the previous month? 

A: As the carry-over pairing/reserve is from the previous month, you will be required to complete that in your current base. Following completion of that pairing, you will then take on your new base. 

Q: What happens to my vacation that I was awarded? 

A: You will take your vacation with you to your new base. 

Q: When will the next bid be? 

A: At this time, we have no insight as to when the next bid will occur. As per the collective agreement, this would happen a minimum of two times a year.

This recall is being executed under Article 47-5.04 A of the Collective Agreement (CA):

47-5.04 A Cabin Crew Member who is recalled to employment will have seven (7) Calendar Days from

the date the Company sent the email with the Notice of Recall to advise the Company in writing of

whether they accept or decline the Notice of Recall. A Cabin Crew Member who does not

respond to the Company in writing within this timeline will be deemed to have declined the Notice

of Recall and will no longer be employed by the Company.

Members are asked to review Article 47 of the Collective Agreement and the “Notice of Recall” in their entirety.

The Union has been advised by the Company of recalls to active status for Members currently on furlough; effective April 1, 2022. These recall notices were sent out yesterday, February 7, 2022.

Recall will occur based on the Master Seniority List (MSL) as per the Collective Agreement (CA).

This recall will see:
- Approximately eight (8) YYZ-based Cabin Crew Members.
- All recall in YYC is now complete.
- Please be aware that only those receiving a recall notification will be contacted.
- This notice of recall also includes a cross-base recall option to select the YYC or YYZ base.


Members eligible for recall will have only fourty-eight (48) HOURS to accept a recall should they desire.

This recall is being executed under Article 47-5.05 of the Collective Agreement (CA):


Layoff and Recall article 47-5.05

"If, in exceptional circumstances, the Company requires additional Cabin Crew Members on short notice and

cannot provide the Cabin Crew Member with seven (7) Calendar Days to respond to the Notice of Recall as

outlined in 47-5.04 above, the Cabin Crew Member will have forty-eight (48) hours from the date the email

was sent to the Cabin Crew Member to respond to the Company. The email shall be formatted to ensure

"delivery receipt". A Cabin Crew Member will not forfeit their recall rights if the Cabin Crew Member is

unable to accept the short notice recall because the Cabin Crew Member is unable to report at the specified

report date."

As indicated, this recall is being executed under Article 47-5.05 of the CA and Members eligible for recall will have only 48 HOURS to accept a recall should they desire.

Ability to decline recall:
As per the Collective Agreement: if you are senior enough to hold recall, and recall is offered to you; you may elect to decline the recall and await recall in the future should it occur. You may opt to decline any recall until such time as there are no other Members junior to you on the MSL within your base, at which time a decline to recall would be the end of your employment at WestJet Encore. You will be notified in the Notice of Recall, if this is the case, by the Company.

The Union and the Company continue to work together cooperatively towards recalling all Members that have been placed on furlough as a result of the COVID-19 pandemic. We are very pleased to see further recall at WestJet Encore.

  • MANDATORY Notices of recall have been released by the Company today, Tuesday February 8, 2022.

  • This recall will utilize the 7-day recall notice period, in accordance with 47-5.04 of the Collective Agreement.

  • Members are expected to be placed into training in March or April.

IMPORTANT: The return to work is mandatory and there is no option to defer. If you decline the recall, or do not respond, this will be deemed your resignation from WestJet. If you fail to respond to the MANDATORY recall notice within seven (7) days, you will deem to have declined the recall.

To ACCEPT or DECLINE Recall:

1)   Check the personal email account that you have most recently registered with the Company related to your inactive status. If you need to change the email address on file with the Company, please contact peopleservices@westjet.com.

Crystal Hill, the current Vice-President of CUPE 4070 will be interim President of CUPE 4070. 

As her current Vice-President position will be vacant, the WS YYC Base Vice President, Brigitte Benoit, has been appointed as Vice-President, CUPE 4070 in the interim. 

With Brigitte’s appointment to Vice-President, CUPE 4070, her role as WS YYC Base Vice-President is vacant.

YYC Union Steward and RTW Committee Member, Brandy Whitby has been appointed as WS YYC Base Vice-President in the interim

All appointments will be temporary until such time a by-election can be held for the role of CUPE 4070 President.

We are committed to continuing to work for the Membership we serve.

SPECIAL NOTE: Please review all Company and Union communications regarding recalls. This secondary recall may hinder your return to your original company, due to the imminent return of Members to active status.

Through a shared interest in allowing Cabin Personnel on layoff from one Company to access work at another Company, Secondary Recall was ratified by the membership at all three workgroups.    

The Union would like to announce application for Secondary Recall is now live. Members interested in being placed on the Secondary Recall list can apply here

The Union is responsible for creating and maintaining Secondary Recall lists for each Company base. The updated Secondary Recall Lists must be provided to the Companies no later than the 10th day of the month that is two (2) months prior to the monthly scheduling period for which the Secondary Recalls (if any) would take effect.  

February 2022 placements on the Secondary Recall List will close Monday February 7th, 2022 at 1800MST and be effective April 2022.  **Signing up for secondary recall effective April 2022 (or any subsequent month) does not guarantee recalls will occur.**

Carefully read the requirements, process and outlined terms and conditions, including the “freeze period” of Secondary Recall in both the attached MOA and application form.  

Please note, Secondary Recall is not “flow”. There is an outlined process for flow from WestJet Encore and Swoop to WestJet. This process can be found under Section 4 and is subject to the terms and conditions of the attached MOA.

Swoop (WO) Members - Workforce Planning Update - February

Recently, management communicated internally to our Membership their expectation that all remaining furloughed WestJet (WS) Members from all bases will be recalled by approximately April 2022. This is excellent news.

Dear Swoop Members,

Recently, management communicated internally to our Membership their expectation that all remaining furloughed WestJet (WS) Members from all bases will be recalled by approximately April 2022. This is excellent news.  
 
The Union has spent the past several days in meetings with the Employer going over their intended process(es) with the sole focus on ensuring that the integrity of the Collective Agreement (CA) is upheld while the multiple outlined initiatives are executed by management.  
 
The Union is optimistic about the positive outlook shared by the Employer. In this moment, nothing is more important than returning all of our furloughed Members to active status after such a prolonged absence from the skies.  
 
The Union does have considerable reservations regarding the Employer’s attempt to execute a sizable and multi-faceted undertaking in such a short period of time. Based on our discussions with the Employer, we are assured processes will be followed in accordance with CA language.  
 
Based on past trends the Union remains cautious about the Employer’s ability to execute flawlessly. We are committed to ensuring recalls, vacancy bids, and flow programs are available to the membership as soon as possible, and your Union will monitor the actions and execution of these programs by the Employer.   

As of today, the following is the plan being communicated by the Employer that greatly affects us at Swoop. This is very interesting as we all know that Flow is an exciting and much anticipated benefit of our Collective Agreement and membership of CUPE Local 4070. 

The Process: 

Swoop will fill spots in accordance with the MOA which determines the number of positions available on a quarterly basis, should operational requirements at WestJet exist. Swoop Flight Attendants can expect to be offered Flow in order of Seniority, referring to the Master Seniority List (MSL) published on the Swoop Inflight Device (SID) and SharePoint. 

In order to Flow Flight Attendants must:  

  • Have completed a minimum of twenty-four (24) months of active service as a Flight Attendant 

  • Have active status as a Flight Attendant at the time of offer 

  • Meet the minimum hiring standards of WestJet Alberta Partnership to be offered permanent employment with WestJet 

  • Not have active discipline at a level greater than a written warning, or be subject to an ongoing disciplinary investigation    

Offers: 

Offers will be emailed to your Swoop email address. The offer email will contain a link to a Microsoft form. If you want to Flow, you must complete the form. 

Once an offer is emailed, you will have 48 hours to complete the form from the time you receive the offer.  

If you do not wish to Flow, you do not need to complete the form. Not responding is indicative of a deferral of Flow. Additionally, the form will give an option to “defer Flow”. Your response or lack of response to your offer is binding. Deferring does not change your position on the MSL.  

The form has mandatory fields to complete. It is important to remember that each round of Flow may differ, specifically which bases are available for Flow to.WestJet’s operational needs are constantly changing. You may see a round of Flow where only YVR is offered as a base, the next round could have positions available in any of their other crew bases, like YYC, YVR and YYZ. Once you have accepted an offer to Flow, the acceptance is binding and cannot be changed or adjusted. 

Offers will be made specific to the number of available positions WestJet has to fill. Contingent Flow offers will also be made, taking into consideration that not all Flight Attendants who are offered Flow will accept the offer. If you are offered Contingent Flow, Flow will be granted only if those higher on the MSL than yourself defer. Once the form has closed, Flight Attendants will receive an email from leadership confirming their status for the upcoming WestJet Initial class. Those who are successful can anticipate additional follow-up from WestJet Recruiting for the next steps, including an official offer letter. 

If all spots are not filled from the first round of offers, additional offers will be sent following the MSL to fill the remaining spots.  

Additional Details if Flow is Accepted and Awarded: 

Once you accept permanent employment with WestJet, your employment and seniority with Swoop shall terminate.

WS YYZ Base Update – Feb 1, 2022

Further to our email to you on January 21, 2022, the Union has taken further steps to support the WS YYZ Base while Chantale Tremblay is away. WS YYZ Union Steward Bryan Hansraj has been appointed to the WS YYZ Base Vice-President position during Chantale’s absence. Bryan has been working hard with the Executive during this transition and we appreciate Bryan’s help during this period.

WestJet (WS) Members – Workforce Planning Update

Today, management communicated internally to our Membership their expectation that all remaining furloughed WestJet (WS) Members from all bases will be recalled by approximately April 2022. This is excellent news.

Dear WestJet Members,

Today, management communicated internally to our Membership their expectation that all remaining furloughed WestJet (WS) Members from all bases will be recalled by approximately April 2022. This is excellent news. 

The Union has spent the past several days in meetings with the Employer going over their intended process(es) with the sole focus on ensuring that the integrity of the Collective Agreement (CA) is upheld while the multiple outlined initiatives are executed by management. 

The Union is optimistic about the positive outlook shared by the Employer. In this moment, nothing is more important than returning all of our furloughed Members to active status after such a prolonged absence from the skies. 

The Union does have considerable reservations regarding the Employer’s attempt to execute a sizable and multi-faceted undertaking in such a short period of time. Based on our discussions with the Employer, we are assured processes will be followed in accordance with the CA language. 

Based on past trends  the Union remains cautious about the Employer’s ability to execute flawlessly. We are committed to ensuring recalls, vacancy bids, and flow programs are available to the membership as soon as possible, and your Union will monitor the actions and execution of these programs by the Employer. 

For our Members currently on furlough: As of today, the following is the plan being communicated by the Employer:

"Returns - Complete all recall processes 

YYZ – All remaining CCMs on the recall list will receive a mandatory recall notice, likely effective the third week of February. This is in accordance with Article 47-5.04 of the Collective Agreement.

YYC – We anticipate recalling all remaining YYC Cabin Personnel through March and April. Details related to the recall for this base will be communicated within the coming weeks.

YVR – We have exhausted the recall list in YVR and are preparing for the out of base recall for those Cabin Personnel remaining on the YYC recall list in March, in accordance with the Collective Agreement.

Leaves - Leave Of Absences (LOAs)

We anticipate a busy summer travel period, which will require all Cabin Crew Members to be proactively recalled so that training classes can take place between now and April ahead of peak season. While we manage the effects of the Omicron case surge, we expect to be temporarily overstaffed, but it’s an important step to ensure we have enough trained Cabin Personnel to operate during the summer months.

We’re offering either 30 or 60-day unpaid LOAs to anyone interested in taking some time away prior to summer to remain as operationally efficient as possible.

Cabin Personnel who have a training event (including LIDS) in either March or April will not be eligible for an LOA. Watch for additional details regarding the LOA program in a separate email.

Moves - Vacancy bids

Starting with a YVR vacancy bid in February, all eligible Cabin Crew Members in accordance with the Collective Agreement may take part in a voluntary vacancy bid to move to the YVR base. The first application details will be shared next week and YVR vacancies will be the first to come into effect on April 1, 2022. Both YYC and YYZ are expected to offer vacancy bids at a later date.

Intakes - Flow program and initial hiring 

In support of outstanding network requirements, we will once again commence our flow program and welcome Cabin Crew Members/Flight Attendants from Encore and Swoop to our WestJet team. Additionally, as we work through the last of the recall lists, we will begin welcoming new hires to WestJet as we move forward on our path to recovery."

There is a planned peaceful protest at Parliament Hill in YOW on January 29th. There will be significant traffic disruptions and delays in Ottawa this weekend. 

After consultation with Corporate Security and local providers in YOW, the Company will be relocating Crew Members scheduled to overnight in downtown YOW on Jan 28 and 29. Crew will be relocated from The Hilton Garden Inn Downtown to the Sandman Airport for crew safety and to mitigate operational impacts. 

The Company will continue to assess the situation and extend these relocation dates if deemed necessary.

We have decided to take back January and call it the month of Recovery and Resilience. We say this because as we look back at recent events thrown our way - busy holiday planning, unpredictable schedules, stressed travelling public, and not to mention the dreaded Covid 2.0 we are still standing, and WE did that together!

As we settle into what comes next for our CUPE 4070 family, we want to remind all of you that you are not alone! We have heard, read, and seen first-hand the impact these last few months have had on your personal and mental health. We will continue to shed light and bring forward the concerns of our membership. We understand that there will be challenges and that some changes may take time, but we want to remind you that regardless of the obstacles, this committee is dedicated to standing firm in advocating for safe working conditions and holding the company accountable. We want everyone in our membership to feel that they can comfortably say they ‘’Love where they're going’’.  

As for Recovery and Resilience: Our committee understands that not everything is done out of one location. Our network is vast, full of diverse, colourful, and different peoples. We understand that a ‘one-size-fits-all' approach is not always effective when it comes to dealing with individual struggles. In this communication we would like to introduce your committee reps and share some other resources available to you, should you need them. Please remember that we are also here to help, and we will try to answer any questions you may have to the best of our abilities and within the scope of our limitations.  

Bell ‘Let’s Talk’ Day has been a big part in shedding a light on the stigma and concerns surrounding mental illness. One in 3 Canadians are touched by this in one way or another. As a collective, that means that two out of our six OSH committee members have had this hit close to home. And although everyone's journey is different, we can say that we stand with you and feel your frustrations and so again we want you know that YOU ARE NOT ALONE.

Bell Let's Talk 2022 - WestJet Encore

The COVID 19 pandemic and the past two years have brought unprecedented challenges. As Cabin Crew Members we have faced job uncertainty, isolation from friends and family, frequent changes to procedures and schedules, guests who are also facing increased levels of stress and anxiety, and many more unique challenges. Your Occupational Health and Safety Committee are acutely aware of the impact this is having on the membership, and as today is Bell Let’s Talk day, we wanted to bring to light the importance of talking about mental health.

Dear Members,

The COVID 19 pandemic and the past two years have brought unprecedented challenges. As Cabin Crew Members we have faced job uncertainty, isolation from friends and family, frequent changes to procedures and schedules, guests who are also facing increased levels of stress and anxiety, and many more unique challenges. Your Occupational Health and Safety Committee are acutely aware of the impact this is having on the membership, and as today is Bell Let’s Talk day, we wanted to bring to light the importance of talking about mental health. Today, Bell will be donating 5 cents to Canadian mental health programs for every applicable text, local or long-distance call, tweet or TikTok video using #BellLetsTalk, every Facebook, Instagram, LinkedIn, Snapchat, TikTok, Twitter and YouTube view of the Bell Let's Talk Day video, and every use of the Bell Let's Talk Facebook frame or Snapchat lens.

So, we encourage you to open a conversation today in whichever way you feel comfortable, whether that’s with a co-worker, a trusted friend or family member, or taking advantage of the social media hashtags. 

For those of you who are active we encourage you to take the time to complete a profile on Inkblot, our company provided and completely confidential mental health resources, this small step means it will be ready if or when you feel you need to access it.   

When we say "in solidarity" we mean that we are all in this together. We are flying the line with you, and we are feeling the pressure too. We ask if there are issues or hazards that you have recognized, please do not hesitate to bring them to our attention. Your CUPE 4070 Executive would like to put out this letter of appreciation to all Members of Local 4070 for their hard work and dedication over the holiday peak flying season. Holiday flying has and will always be challenging, but this year, the bar was raised higher than ever before.

Your CUPE 4070 Executive would like to put out this letter of appreciation to all Members of Local 4070 for their hard work and dedication over the holiday peak flying season. Holiday flying has and will always be challenging, but this year, the bar was raised higher than ever before. 

We want all of our Members to know that the stress you were under throughout this holiday season - delays, cancellations, IROP’s, weather, staffing issues, commuting challenges, unruly guests, mask compliance issues, catering shortages, custom holds and wait-times, not to mention all the struggles that come with being in the midst of a pandemic- has not gone unnoticed, nor is it forgotten as we come out on the other side of the holidays, and begin to return to some semblance of "normalcy.”  

While many of these difficulties were unforeseen, it seems a lot of these issues are reminiscent of past holiday seasons. Your Union is looking at strategies that we will attempt to implement, with the objective being to avoid the same issues next holiday season.  

From all of us at 4070, we want to say thank you for your unwavering hard work and dedication in the past month. We understand that it is not easy dealing with the unprecedented challenges that were faced.  We appreciate everything that our Members do, day in and day out.
